The MCCPTA Delegates Assembly meets monthly during the school year to propose, debate, and determine countywide PTA positions on key issues. Each local PT(S)A can have up to three voting representatives: the president or his/her designee, and up to two delegates. These members, plus the MCCPTA Board of Directors, comprise the Delegates Assembly.

NAACP Parents' Council
Dear Families of Hoover Students,
We are Julia Elam and Tiffany Kelly and we are your NAACP Parent Council Representatives. The purpose of the Parents’ Council is to provide a forum through which interested citizens may offer assistance, guidance, and support to African American parents and students of Montgomery County Public Schools (MCPS) to pursue the highest quality education possible through encouragement, information sharing, positive motivation, critical evaluation and advocacy. The PC helps to empower African American and other minority parents to take a more proactive role in the education of their children.
We would like to plan and support activities at Hoover Middle School that support parent involvement, student achievement, and serve as a resource for any issues that may arise. Social justice, while always a priority, has been brought back to the forefront in the current climate of anti-black racism and violence in this country. We as parents must be proactive in addressing these issues and supporting our students as they strive to achieve academic success while navigating the social climate.
Getting to Know Your PC Representatives:
Julia Elam has a seventh grade daughter at Hoover. Over the summer, she has volunteered as a parent stakeholder with the Reimagining the Office of Human Resources and Development (OHRD) initiative, specifically with the employee retention committee. She is a Health and Regulatory Analyst with previous experience working as a Congressional Black Caucus Foundation Fellow on Capitol Hill. She is looking forward to working on equity issues and supporting our students. She can be reached at HooverPCRep@gmail.com
Tiffany Kelly has a son in sixth grade at Hoover and has been in Montgomery County for two years. She is a Project Manager with a DC non-profit organization. Her life experience as an individual that has received government assistance and being a social service provider have made her a skilled anti-poverty, equity advocate and learning facilitator on these subjects. She headed a Florida non-profit organization that was instrumental in having the first ever legislation passed in the country that provides funding to support programs that help parents and caretakers that are victims of violence by minor children in the home. Anti-Racist System Audit in MCPS
During the July 14, 2020 business meeting of the Montgomery County Board of Education, as an introduction to the continuing discussion on the district’s recovery of education plans, Superintendent Jack Smith and Deputy Superintendent Monifa McKnight provided an overview of a new system effort to combat racism. The Anti-Racist System Audit will focus on evaluating the current climate at MCPS, identifying the needs and recommending actions required to combat racism. Dr. McKnight reviewed specific components of the project, which include: conducting a workforce diversity analysis; evaluating work conditions and reviewing progress and barriers; reviewing the K–12 equity curriculum, the equity achievement framework and progress made in this area; focusing on community relations and engagement and evaluating school cultures. The audit also will include data analysis, an assessment of student learning, the impact of COVID-19, and the progress made with students of color and focus students. MCPS leadership is committed to engaging the MCPS community, students, and staff to ensure that the action plan is both strategic and purposeful. Ultimately, the audit will help inform a pathway to identify and address the concerns and issues in all of these areas. It is anticipated that the findings and recommendations will be presented to the Board in October 2020.

MCPS Special Education Advisory Committee (SEAC) - SEAC is comprised of parents/guardians, Montgomery County Public Schools (MCPS) staff members, and representatives of Montgomery County community groups that advocate for students with special needs and serve to advocate for, and advise, the Office of Special Education.
